The Public Service Commission in Frankfort is currently accepting public comments for a case filed by Kentucky Utilities and Louisville Gas & Electric. This case is a Certificate of Public Necessity and Convenience (CPCN), which means the utilities are asking permission to invest $3.7 billion in new gas generation plants.
The Public Service Commission must evaluate whether this new infrastructure is actually needed, and this case is the first step in the utility being able to charge customers for these projects in a future rate case. Investor-owned utilities like LGE-KU are allowed to recover the cost of projects like this + earn a return for their shareholders.
There is a public meeting on July 14 and a hearing on August 4 for the CPCN. Public comments can be filed via email on or before August 4.
NOTE: There is also a rate increase case that has already been filed by LGE-KU that does not include the proposed $3.7 billion investment in new gas plants.
Mountain Association is intervening in the CPCN and in the rate increase on behalf of Eastern Kentuckians. We will share an update here when the public meetings for the rate increase are scheduled. The public hearing for the rate increase will be November 3.
