Another thought is to promote folks who have left to return when they retire. They would serve many purposes with retirement income etc. With new ideas you will make it a “new” area with the same gorgeous scenery. Find uses for the “stripped mountains” and really push to reclaim the water. No portion of the country can hang on to the past. New England had many factories, they left and New England changed their style. The gold left the West and other things took the place. Same with Appalachia.
